Mansoura University President Participates in the Meeting of the Supreme Council of Universities at the Ministry's Headquarters in the New Administrative Capital

Prof. Cherif Youssef Khater, President of Mansoura University, participated in the periodic meeting of the Supreme Council of Universities on February,22,2025,  headed by Prof. Ayman Ashour, Minister of Higher Education and Scientific Research, in the presence of Prof. Mustafa Refaat, Secretary of the Council, and the members of the Council, at the Ministry's headquarters in the New Administrative Capital.

In implementation of the directives of President Abdel Fattah El-Sisi, President of the Republic, in cooperation and coordination between various concerned parties; to provide all forms of support to Gaza, Prof. Ayman Ashour directed the continuation of providing medical and therapeutic services in university hospitals to the wounded and injured in the Gaza Strip, after Egypt's success in cooperation with regional and international partners in reaching a ceasefire agreement in the Gaza Strip.

According to the statement issued by the Ministry of Higher Education and Scientific Research, the Minister directed the need to focus on transforming the outputs of scientific research into products that contribute to serving the national economy, in addition to focusing on spreading the culture of innovation and entrepreneurship, and linking scientific research to development plans and societal needs.

Prof. Ayman Ashour stressed that enhancing the role of innovation is at the top of the priorities of the current stage, in line with the state's interest in maximizing the role of universities in developing the economy, providing a stimulating climate for knowledge production and enhancing scientific research, and increasing cooperation between universities and the industrial and business community, which contributes to supporting the state's competitiveness regionally and globally, and benefiting from scientific research in facing economic challenges, and achieving the goals of sustainable development and Egypt's Vision 2030, stressing the importance of universities benefiting from the outputs of scientific research to produce competitive products that achieve a tangible material impact; to contribute positively to supporting the industrial community and the national economy. He also praised the various and regular efforts of universities in implementing the presidential initiative "A New Beginning for Building the Human Being", and the provision of many diverse services by universities in various geographical regions, as universities launched many development convoys throughout the republic to serve citizens, in order to activate the role of universities in serving society and developing the environment at the level of all governorates. The Minister has also stressed the need for universities to continue to enhance belonging among university students, and to develop plans to intensify awareness campaigns for students to combat abnormal ideas. He discussed the importance of universities continuing to support and discover talented, brilliant and innovative students, providing them with all necessary support, receiving and developing their research and innovation ideas, which contributes to transforming their innovative ideas into competitively marketable products, and helping to create marketing opportunities for them.

 The Council listened to a report on the most prominent activities of the Ministry of Higher Education and Scientific Research during the current month of February, including the meeting of President Abdel Fattah El-Sisi, President of the Republic, Prof. Mostafa Madbouly, Prime Minister, and Prof. Ayman Ashour, Minister of Higher Education and Scientific Research; to follow up on the status of national projects carried out by the Ministry of Higher Education and Scientific Research, including the file of establishing private universities, digital transformation and mechanization of services, and developments in implementing presidential initiatives related to higher education and scientific research, in addition to reviewing the efforts made by university hospitals to receive the wounded and injured of Gaza, as the President directed the continuation of providing medical and treatment services in university hospitals to the wounded and injured of Gaza.
President Abdel Fattah El-Sisi met with Prof. Mostafa Madbouly and Prof. Ayman Ashour to follow up on the implementation status of construction works in educational institutions affiliated with the Ministry of Higher Education and Scientific Research, in addition to the efforts made by the state to develop scientific aspects in universities and research institutions in Egypt, as well as reviewing the developments in the progress of projects to establish national universities across the country, in order to accommodate the steady increase in the number of students in higher education institutions, in addition to reviewing the efforts made in the file of digital transformation and mechanization of educational and research services, whether in universities or other institutions affiliated with the Ministry of Higher Education and Scientific Research, and mechanisms to enhance the use of technology in the educational process and the use of digital means to improve the presentation of educational content and student interaction with it, and emphasizing the development of facilities and buildings for the higher education system, and the application of digital systems and programs to develop and modernize higher education and all areas of scientific research.

Prof. Adel Abdel Ghaffar, the media advisor and official spokesperson for the ministry, stated that the council approved the decision of Cairo University Council to establish a branch of Cairo University in the Qatari capital, Doha, with the necessary legal procedures being taken in this regard. He added that the council also approved the decision of the Cairo University Council to establish a branch of Cairo University in Riyadh, Saudi Arabia, with the necessary legal measures being taken in this regard.

The council agreed to open the database of scientific committees through the scientific committees website on the information network, for faculty members to update their CVs and add new members; in order to start preparing to form scientific committees and arbitrators lists for the fifteenth session until 3/6/2025.

The council followed up on the efforts of Egyptian universities to serve the people of Gaza since the outbreak of the crisis until now, and the report included a presentation of the services provided by the universities, most notably receiving the wounded and those injured in critical conditions in coordination with the Ministry's Crisis Management Department, and detaining the injured in university hospitals and providing all necessary care for them, in addition to the daily presence of staff from faculty members at the Rafah crossing, to supervise the entry of patients and those injured in the sector on a daily and regular basis.

The council was informed of the signing of a cooperation protocol between the leadership of the Popular and Military Defense Forces and the Ministry of Higher Education and Scientific Research; to implement military education for female students in Egyptian universities and institutes, and the Council discussed the mechanisms for implementing the provisions of the protocol during the coming period.

The Council was informed that Benha University has established the company "Bidaya for Marketing Benha University Services" (a one-person limited liability company), which is a company wholly owned by the university, and aims to invest in knowledge, create an encouraging and supportive environment for science, technology and innovation, encourage the application of scientific research outputs and deepen local manufacturing.

The Council listened to a presentation by Dr. Walaa Sheta, CEO of the Science, Technology and Innovation Authority, on the most prominent outputs of Egyptian universities in innovation and scientific research. The presentation included the most important programs of the Authority during the period from 2020 to 2025, including centers of scientific excellence and capacity building laboratories, projects directed to national challenges, funding applied research projects, international cooperation in technology transfer, as well as reviewing the most prominent research calls and efforts to support scientific research and innovation.

The Council also listened to a presentation by Dr. Tamer Mustafa, Supervisor of the Innovation Development and Marketing Sector at the Academy of Scientific Research and Technology, on behalf of Dr. Gina El-Feki, Acting President of the Academy of Scientific Research and Technology, on the most prominent outputs of Egyptian universities in innovation and scientific research. The presentation included a review of the projects that were funded, the role of the Academy in capacity building, incubators, infrastructure support programs and initiatives, as well as a review of the most prominent research outputs and the Academy’s efforts in deepening local manufacturing and transferring and localizing low-speed car technology, as well as efforts to support scientific publishing, national campaigns, graduation projects, providing master’s scholarships and participating in international competitions.
