Mansoura University Among 5 Egyptian Universities to Begin Implementing the TIER1 Global University Model

Prime Minister Dr. Mostafa Madbouly witnessed the signing of a cooperation protocol between the Ministries of Finance, Higher Education and Scientific Research, and Planning and Economic Development at the government headquarters in New Alamein City. This protocol aims to begin implementing the TIER1 global university model in Egypt, in accordance with the directives of President Abdel Fattah El-Sisi. The initiative seeks to contribute to the development of the higher education and scientific research system, achieve comprehensive quality, raise the level of Egyptian graduates, and enhance their competitiveness in the local, regional, and international job markets.

 The protocol was signed by Mr. Ahmed Kouchouk, Minister of Finance; Prof. Abdel Aziz Qansouh, Minister of Higher Education and Scientific Research (acting as Minister of Culture); and Prof. Ahmed Rostom, Minister of Planning and Economic Development.

 The IER1 model will be piloted in five Egyptian universities: Cairo, Ain Shams, Alexandria, Mansoura, and Assiut, at a total cost of 48 billion Egyptian pounds for three years. The universities, the Ministry of Finance, and the Ministry of Planning and Economic Development will share the funding, with the aim of raising the efficiency of the educational system in these universities and improving their ranking to the first group globally, TIER1.

Prof. Cherif Khater, President of Mansoura University, emphasized that President Abdel Fattah El-Sisi's vision for developing higher education and scientific research represents a strategic framework for building the Egyptian citizen and strengthening the country's competitiveness. He noted that raising Egyptian universities to the level of leading global universities reflects a clear commitment to investing in knowledge and human capital, and linking the quality of education and scientific research to development needs and the labor market. He explained that Mansoura University's selection as one of the five universities to implement the TIER1 model represents a national responsibility and a significant institutional opportunity to further develop its educational and research system in accordance with the latest global standards. This will contribute to producing qualified graduates equipped with the knowledge and skills necessary to compete and will strengthen the university's role in supporting a knowledge-based economy.

 The President of Mansoura University pointed out that reaching the ranks of leading global universities requires a comprehensive development of the educational and research system. This includes updating curricula and courses, developing infrastructure, maximizing the utilization of distinguished human resources, and aligning educational and scientific research outputs with labor market needs. This will support the competitiveness of Egyptian higher education and enhance its regional and international presence.

 The five universities are expected to witness a qualitative leap in developing the pillars of the educational system through updating curricula and courses, upgrading infrastructure, and leveraging the distinguished human resources within the teaching staff. This will contribute to building a generation of qualified human resources according to the latest global standards and linking educational and scientific research outputs to the needs of the labor market and the knowledge economy. The TIER1 model aims to build Egyptian universities capable of competing regionally and internationally, and to prepare qualified graduates who possess the skills necessary for the labor market, in addition to enhancing the ability of Egyptian universities to attract international students, which supports the state’s direction towards strengthening Egypt’s position as a regional and international center for higher education, scientific research and innovation.
